WITH reference to your telegram No. 204 of the 23rd April last relative to the partial adherence of the Ottoman Government to the International Opium Convention of 1912, I have the honour to report that I have received from the Imperial Ministry of Foreign Affairs a note in which they state that they regret their inability to depart from their original attitude of non-participation in the convention.
